We are completing a two-phase infrastructure project along Cirby Way between Riverside Avenue and Vernon Street to address subsurface roadway conditions and repair critical water infrastructure. The work will first stabilize conditions beneath the roadway, followed by repairs to the water pipeline. Together, these improvements will help protect the roadway, reduce the risk of future water-main problems and support reliable water service for the community. Cirby Way is a busy corridor serving nearby neighborhoods, businesses, medical offices and other community destinations. Construction will be completed in phases to help manage traffic and maintain access whenever feasible.
Latest project status
October 15, 2026: Roadway stabilization work along Cirby Way between Riverside Avenue and Vernon Street is expected to begin the week of October 19. The construction schedule has shifted slightly to allow for final coordination of construction activities.
Work is expected to take approximately one month, with construction occurring Monday through Friday, from 5 a.m. to 3 p.m. The schedule may change due to weather, site conditions or other unforeseen circumstances.
What to expect:
- Temporary lane shifts and traffic delays during construction hours.
- Traffic lanes will be re-established after 3 p.m.
- Roseville Transit bus stops near Vernon Street (eastbound) and Lindsay Drive (westbound) may be temporarily affected. Stop closures and service changes may vary as construction progresses.
- No planned water-service interruptions during this phase.
Drivers are encouraged to allow extra travel time, follow posted traffic signs and use alternate routes when practical.
We will continue updating this page as construction progresses and traffic conditions change.

Project area

Why this work is needed
Conditions beneath portions of Cirby Way need to be stabilized before crews can complete the planned water-pipeline work. Taking care of these issues together allows the City to address both the roadway and critical underground water infrastructure in a coordinated way. The work is intended to improve long-term reliability and reduce the risk of future water-main breaks and unplanned service disruptions.Project phases
Mid-October through mid-November
Crews will address subsurface roadway conditions along Cirby Way to stabilize the roadway and prepare the area for future pipeline work.
During this phase, expect:
- Changing traffic patterns and temporary lane shifts
- Temporary access or parking adjustments near active work areas
- Construction noise during scheduled work hours
- Possible travel delays through the corridor
- No planned water-service interruption
Tentatively planned for spring 2027
Following roadway stabilization, crews will repair critical water infrastructure along the corridor to support long-term water reliability.
This phase will involve more substantial construction activity. Expect:
- Greater lane reductions and changing traffic patterns
- Temporary access or parking adjustments near work areas
- Construction noise during scheduled work hours
- Additional travel delays
- Brief, planned water-service interruptions for some customers as crews connect the pipeline and restore service
Customers directly affected by a planned water interruption will receive separate advance notice with information about timing and how to prepare.
Traffic and access
We know construction along Cirby Way can affect daily routines.
Roadway stabilization work is scheduled Monday through Friday, from 5 a.m. to 3 p.m. During these hours, drivers should expect temporary lane shifts, changing traffic patterns and possible delays between Riverside Avenue and Vernon Street.
Traffic lanes will generally return to their normal configuration after daily construction work concludes.
The City will phase construction to manage traffic and maintain access to nearby homes, businesses and community destinations whenever feasible. Traffic configurations may change as crews move through the project area.
Public transit: Roseville Transit bus stops near Vernon Street (eastbound) and Lindsay Drive (westbound) may be temporarily affected during construction. Stop closures and service changes may vary as work progresses. Riders are encouraged to check Roseville Transit for current service information.
Drivers should follow posted signs, allow extra travel time and consider alternate routes when practical.

Question and answer
The project addresses subsurface roadway conditions and critical water infrastructure along Cirby Way. Completing the work will help improve roadway conditions, strengthen long-term water reliability and reduce the risk of future water-main problems.
A full closure is not currently planned. Traffic configurations will change depending on the phase of construction, and lane reductions are expected, particularly during the water-pipeline repair. Check this webpage for the current traffic plan before traveling through the area.
The City will maintain access whenever feasible. However, the route into or out of some properties may temporarily change as construction moves through the corridor. The project team will coordinate directly with nearby properties when work may affect access, deliveries or other operations.
Cirby Way is a heavily traveled corridor, so delays are likely during portions of construction. Traffic impacts will vary by phase and location. Drivers should allow extra travel time, follow posted signs and consider alternate routes when practical.
No planned water-service interruption is expected during the roadway-stabilization phase.
During pipeline repair, brief planned interruptions may be necessary for some customers while crews connect the pipeline and restore service. Customers directly affected will receive separate advance notice with the expected timing and preparation information.
Construction noise, dust and vibration may occur near active work areas. Crews will use standard construction controls and work to limit impacts where feasible. If you experience a specific concern, please contact the project engineer.
Access will be maintained whenever feasible. Temporary driveway, parking or delivery changes may be necessary near active work areas.
The project team will work directly with businesses and other nearby properties when specific access needs are identified.
Please contact the project engineer as early as possible. This allows the project team to understand the situation and coordinate accommodations where feasible.
Yes. Traffic-control plans will maintain emergency access throughout construction.
Yes. Roseville Transit bus stops along Cirby Way may be temporarily affected during construction, including stops near Vernon Street and Lindsay Drive. Closures and service adjustments may change as work progresses. Riders should check Roseville Transit for current stop and route information.
